Can the data deleted by Low-level Formatting be recovered?

Low-level formatting repeats wiping the data, and write “0” over every sector of data, the wiped data cannot be recovered.
Only High-level formatting data could be recovered, because it only do the delete tab for the data, actually, it has not been deleted
