If you are unable to download iCloud backups using "Recover from iCloud backup" mode, try the following method to solve it.

[Step 1] Verify your internet connection:
Due to the fact that iCloud backups are stored online you will need to ensure that you have a strong Internet connection while doing the backups.

Alternatively you can try it with a different network environment. e.g. Office, or home.

[Step 2] Check your iCloud account backup on your device:
Check your iCloud account on your device to see if all of your backup data is there.

1) You need to make sure you have iCloud set up on your phone.
2) Back up your data with iCloud. (Click to learn "how to set up iCloud on iOS device and how to back up data with iCloud?")
3) Navigate to the Settings app on your iOS Device, scroll down and tap on the iCloud section. On the next screen you will see the iCloud account associated with your device, and what services are currently syncing to your iCloud account.

[Step 3] Recover from iCloud Backup File
Now that you have that backup done, use the "Recover from iCloud Backup File" function again to get your data back onto your device.
